“The state shall take measures to ensure the training and development of the youth, with whom our independence and Republic are entrusted, in the light of contemporary science, in line with the principles and reforms of Atatürk, and against the ideas aiming at the destruction of the indivisible integrity of the state with its territory and nation. The state shall take necessary measures to protect the youth from alcohol and drug addiction, crime, gambling, and similar vices, and ignorance.”
YOUTH IN THE 60TH GOVERNMENT’S PROGRAM
* Raising our young people as well-equipped individuals in every aspect and as individuals who have adopted our principle values, protecting them from bad habits and ensuring that they confidently look at the future are the priorities that our government shall pursue in all of its policies.
* Firstly increasing the quality in education and training, our government aims to make our young people become the most important actors in improving our country’s competitive power by dispelling their concerns over the future.
* Raising a young generation who has internalized the democratic and pluralist universal values, who consider the diversities as richness and who knows to take on responsibility are among the first‑priority objectives of our government.
* In the new, term our efforts toward empowering the youth shall continue with the same determinedness.

The objectives of Youth and Culture Services in the program of the year 1969 were as follows (DPT 748, 1969, pages 372-373);
“Necessary preparations to establish centers in metropolitans, where the young people can utilize their leisure time and enjoy sports, cultural and social activities, shall be completed by the Ministry of Education. Such centers shall be available to all the city youth and shall include libraries, cinemas, theaters, and have the capacity to organize TV broadcasts, social, cultural and sports activities.”
The main service units within the organization structure of the Ministry of Youth and Sports are General Directorate for Youth Issues, General Directorate for In-school Physical Training and Sports, General Directorate for Scouting and Utilization of Leisure Time, and Education General Directorate.
Physical Training, Sports and Scouting Department was established under the Ministry of Education in 1981 to carry out the Physical Training, Sports and Scouting Activities intended for students and teachers of elementary and secondary schools. Under the protocol signed between the Ministry of Education and the Ministry of Youth and Sports on 8 July 1982 the services were shared.
Later, the services provided by two separate ministries were assigned to the Ministry of National Education and Sports reestablished under the statutory decree issued by the Board of Ministers.
It was titled General Directorate for Youth Services under the provisional 6th article which was added to the Law on the Organization and Duties of General Directorate for Body Training and Sports numbered 3289 dated 21 May 1986.
Pursuant to the statutory decree published in the Official Gazette, issue number 2096, dated
2 Mar. 1989, General Directorate for Youth Services was abolished and Youth Services Department was established and the executive power relating to youth services was assigned to this department as from 18 Mar. 1989.
