Sending official letters on 14.11.2008 to the Governors of Istanbul,
The letter and the proposals that Governor Aksoy sent to the Governors of the 4 provinces are as follows:
“We are pleased to observe that a project titled “Developing a Chain of Rural Youth Network between Turkey and Europe” is being implemented through partnership of our province’s Special Administration and ICEV foundation; that a proposal had been made for “joint work” with the Special Provincial Administrations (SPA) of Mersin, Istanbul, Izmir, Ankara and Trabzon on rural youth and that the work in question has been started and is being carried out in an efficient way.
For the purpose of further expansion of the joint work, I kindly submit it to your discretion that the document be forwarded to the General Provincial Council in order that the following issues be taken into the Council’s agenda and be discussed and resolved.”

PROPOSALS
1) Formation of Rural Youth Council
2) Discussion by the General Provincial Council of the attached regulation for the Rural Youth Council and its implementation,
3) Establishment of “Rural Youth Platform” in the province with the participation of NGOs carrying out youth oriented activities.

5) Formation of joint work groups and creation of joint projects by the above mentioned
6) Inclusion of a scheme titled “Rural Youth Project” in the 2009 budget and provision of allocation.
7) Covering the co-financing from the budget of SPA which is necessary in the implementation of local, national and international projects to be carried out with persons, institutions and agencies in which the SPA will take part as a leader, partner or participant.
Inclusion of the activities on the above mentioned issues into one of the SPA Expert Commissions to give information in the monthly ordinary SPA meetings.
